The Town of Southwest Ranches, Corrections Corporation of American (CCA), and DHS / ICE want to build one of the largest immigration detention centers in the nation within walking distance of thousands of homes; thus, reducing the quality of our life and our community. We do not agree with the federal government privatizing our immigration detention centers throughout the nation when there is clear evidence that privatizing our prisons creates a clear public safety threat. For ICE to continue to privatize these institutions and bring this safety threat through their "secure communities Initiative" to our community is unacceptable. Depriving someone of their liberty is a non-delegable governmental function and privatizing of such a function is infecting our nation like a virus.

The Town of Southwest Ranches has now entered into it's THIRD Fire Contract within the last year now with the Town of Davie, costing taxpayers $120,000 in ramp up fees. They are now closing several roads in western Southwest Ranches charging the tax payers $80,000 for the gates. They have paid an unknown amount of money for lobbying with ICE regarding this prison. They have several lawsuits against the Town, 1- Involving Open Meeting Violations on a November 5th meeting concerning the ICE Detention Center, 2- Open Records Violations, and 3- The Town is putting together a lawsuit to sue Pembroke Pines for breach of contract because the City utilized their exit clause and cancelled for convenience their Fire/EMS contract which included water and sewer at the last minute for the CCA prison. In the contract it states that there should be no third party beneficiaries. CCA would be a third party in this instance.

CCA has also filed suit in Federal court against the City of Pembroke Pines saying they are denying them water however the City had never seen a water application. The City did file for a Declaratory Judgement in State Court but that has been put on hold until the Federal Court hears the suit from CCA.

Is ANYONE CONFUSED as to why the Pembroke Pines/Southwest Ranches Fire Agreement was cancelled? The Town Attorney Keith Poliakoff attempted to "slip" into the agreement a portion that guaranteed water for the prison at CCA's request. This is something that should have been brought up separately. CCA should have brought it forward on their own in a water application. This is sleight of hand that CCA and the Town attempted to do because they were so afraid of CCA being on the Pembroke Pines agenda.

As of June 2012, ICE put out a statement that the site selection was no longer needed due to the fact that the extra bedspace was no longer needed.

SWR Mayor Jeff Nelson Maliciously Harms Housing Market

DATELINE FRIDAY DECEMBER 16, 2001, SOUTHWEST RANCHES FL, BROWARD COUNTY

SOUTHWEST RANCHES MAYOR JEFF NELSON DEMONSTRATES NO CONCERN FOR COLDWELL BANKER'S NEWLY IMPLEMENTED PRISON DISCLOSURE AND HOLD HARMLESS AGREEMENT THAT APPLIES TO ***ALL*** PROPERTIES WEST OF I75 SOUTH OF GRIFFIN ROAD AND NORTH OF PINES BOULEVARD.  STUNNINGLY, THIS AFFECTS APPROXIMATELY 13,000 ACRES AND NEARLY 15 SQUARE MILES OF SOME OF THE MOST EXPENSIVE PROPERTY IN BROWARD COUNTY IN BOTH PEMBROKE PINES AND SOUTHWEST RANCHES.

ON THURSDAY NIGHT AT A SPECIAL PEMBROKE PINES COMMISSION MEETING, THE FIRST LADY, MRS. FRANK ORTIS AS AN EXPERT ON REAL ESTATE CONFIRMED THE SCOPE OF APPLICATION FOR THIS DISCLOSURE.  SHE ALSO SAID THAT SHE EXPECTED MOST REAL ESTATE COMPANIES TO ADOPT SIMILAR DISCLOSURE AND HOLD HARMLESS AGREEMENTS.

MAYOR NELSON DISMISSED THIS IN AN EMAIL TO A CONSTITUENT WHO HAD PRESENTED THIS DISCLOSURE AGREEMENT TO HIM AS AN EXAMPLE OF HOW PROPERTY VALUES ARE GOING TO TAKE A HIT IMMEDIATELY.

THE ORIGINAL EMAIL AND MAYOR NELSON'S RESPONSE FOLLOWS:

Jeff Nelson jnelson@southwestranches.org
9:15 AM (21 hours ago)

to me
Bill,

The disclaimer should be all inclusive! The area is a Industrial site which also includes an operational woman’s prison, site approval for a future county prison, a landfill, a concrete processing plant, a bus depot, etc.

Regards,

Jeff

Honorable Mayor and Councilmen,

Please review the attached pdf from Coldwell Banker which is a "disclosure and hold harmless" agreement related to your attempts to site an immigration prision/detention facility at or about 196th Ave.  We also have been advised that other major real estate firms will be requiring similar disclosures to be signed by perspective buyers.

This is precisely the bad press I feared when the Vice Mayor urged us all to do our homework.  This sort of disclosure will make it impossible to sell houses in the western part of the municipality.

Regards,
Bill Di Scipio
NOTE THAT MAYOR NELSON IS SAYING THAT THIS DISCLOSURE IS NOT SEVERE ENOUGH AND ADDITIONAL ITEMS SHOULD BE ADDED.  ONE CAN ONLY SCRATCH THEIR HEAD AT SUCH AN OVERT ATTEMPT BY THE MAYOR OF A MUNICIPALITY TO COMPLETELY DECIMATE PROPERTY VALUES DURING AN ECONOMIC RECESSION WHERE THERE IS NEAR UNANIMOUS AGREEMENT THAT IT WILL NOT END UNTIL THE HOUSING CRISIS IS REMEDIED. HE IS MISUSING HIS AUTHORITY TO EXACERBATE THE HOUSING CRISIS IN THE REGION.

SOUTH FLORIDA IS CONSIDERED A 'GROUND ZERO' FOR THE HOUSING CRISIS IN THE USA. CASE SHILLER JUST REPORTED THAT THE TRI COUNTY REGION SUSTAINED ANOTHER 4% DECREASE IN HOUSING PRICES YEAR OVER YEAR.

ARE OUR ELECTED LEADERS THIS RECKLESS AND LACKING ANY SENSIBILITY AT ALL?  THIS IS NOT THE MESSAGE THAT SHOULD BE SENT AS A RESPONSE TO SUCH A HORRIFIC DEVELOPMENT RELATED TO THE HEALTH AND WELL BEING OF OUR HOUSING MARKET SUCH AS CB'S HOLD HARMLESS AGREEMENT.

WE CALL ON MAYOR NELSON TO RESIGN IMMEDIATELY DUE TO GROSS INCOMPETENCE AND OVERT MALICIOUS INTENT TO HARM PROPERTY VALUES. THIS IS UNPARALLELED DERELICTION OF DUTY TO PROTECT HIS MUNICIPALITY FROM HARM.  WE DEMAND THE TOWN ISSUE A STATEMENT IMMEDIATELY CLARIFYING THEIR POSITION ON THE COLDWELL BANKER NOTICE AS WELL AS PLACATE FEARS CREATED BY HE AND THE VICE MAYOR'S PUBLIC STATEMENTS ADMONISHING PERSPECTIVE BUYERS TO STUDY THE AREA WELL BEFORE BUYING HOMES THERE.

END TRANSMISSION

  1. And this man ( Jeff Nelson) is an educator in a school nearby??? Wow!!! parents and teachers of that school should get him out as well because he is NOT a good role model for the children....I am speechless by HIS intentions to destroy everything in this area!! and Congresswoman Debbie Wasserman-Shultz doesn't move a finger to protect her constituents!!!!!! Everybody should remember all this during the next elections!!!!

    1. Why should Wassermann Schultz stand up for her constituents?; SHE supports the prison and took campaign money: http://www.grassrootsleadership.org/blog/tag/debbie-wasserman-schultz/
Pretty two-faced if you ask me to pretend to be for immigration reform at the same time you're taking money from the prison industrial complex that locks them up.

    2. MacD,

Thanks for writing. It's one of the most obvious things in the world. If you are going to be a pit bull and attack your opponents for "wanting to round them up and deport them all", then one would think that you'd have the philosophical consistency to NOT build a deportation center and prison in your back yard with YOUR name on it.

I really wonder whether Debbie really comprehends this amazing bit of hypocritical. I wonder how her staff can be so ineffectual in making her see the light on it.

She must be one really stubborn person.

  2. BILL, are you planning on running for mayor? if you do i think you will find it is not as easy as you appear to think, i do not always agree with the mayor but i do understand that the law is the law. when this group decieded to join forces with the immigration coalition on the immigration processing facility that is totally contained including the court. between the coalition and the residents they received national and local TV and news coverage. this over the months has created the response due to residents stateing themselves, that they were never told about anything and as a result the present homeowners stated their home values were going to plummet. this got the attention of the banks and reality industry. so they could not be sued they had legal come with this to protect them. the mayor was only stating that if they write one prison they should include all the commercial endevors such as dump[county owned] female prison [county owned] state forestry main.,bergeron commerical site.,weekley asphalt. most is visible but some are not. if you were in a buyers position would you not want them to disclose everything within a mile of your future home? today no one wants to be responsible for their actions. i bought a large piece of property in live oak, i was not told by the realitor that two miles as the crow flies there was a dump transfer station. i check a lot of things but missed that , i am ok with it and have added more to my check list when buying land now.

  4. A SWR resident & CBH teacherDecember 16, 2011 at 11:57 AM

Please note that Nelson is NOT an educator - he is an assistant principal (administrator) at Cypress Bay. Unfortunately being an administrator does not necessarily mean he acts in best interests of that particular set of students any more than his being mayor means he cares about SWR. As he has personally proven to me he does not really care overmuch for the people who work for him or his constituents in SWR. If he started out with good intentions they have long since fallen by the wayside of self-interest and corruption. He continues to fall and apparently now is determined to take SWR down with him. He obviously needs to be recalled (if not indicted) for his behavior over this prison. We did not become a city or elect our officials with any intention of seeing them run amok as they are doing. I say throw all the bums out! Except the unfortunate liklihood is that their replacements will be just as corrupt and self-serving as they are.

  5. Mary Gay,

I take it from your posted comment that you support Mayor Nelson's request to expand the scope of the Coldwell Banker "disclosure and hold harmless notice." Is this a correct assessment of your position?

Cut and past thi link into your browser. I can't possibly have been the only one to google this question.

  7. Mary Gay, Who taught you this logic?? We were never told anything because CCA wanted this to be kept a secret. They knew bringing a prison to this area is a bad idea, regardless of the zoning. They had two schools nearby when they bought the property. And Pines proliferated the problem by going into a "non-interference" clause thus allowing it to grow so big in size. Our elected officials did this to the people, SWR and Pines together. We must demand that they fix this given that they got us into this mess. This will not bring the Money you so desperately need for your town. This is not the answer to SWR budget problems. In fact it will create more of a hole. Keith Poliakoff is the problem in your town. He's allowing CCA to pay him through the town and that is wrong. Poliakoff has only put contributions to those who will further this CCA agenda. How can you not see that? There is so much corruption in your town gov't, surely when you first incorporated you never wanted this in your town. You are a good person Mary Gay, how can you not fight against this? I hope you will join us in fighting this corruption in our two towns.

  8. CCA and SWR can ram this through all they want. It will NEVER be accepted by the residents. the presence of this prison will always bring strife. CCA wants to set up shop in a place where they aren't wanted , be certain they will never generate anything but bad relations and bad press. The residents will make sure they get all the bad press they want

  9. Gee Whiz I wonder WHO ASKED Coldwell Banker to write this disclaimer? Sounds like somebody put someone else up to it and it now is blowing up in their face because they did not look at all the factors just the immediate hot off the presses situation.

  10. We are humbled that our detractors consider us so influential that we could get an enormous real estate agency to publish a letter harmful to their own ability to sell houses.

We are dismayed that the real people responsible for this, SWR's Town Council and power base, don't understand that the Vice Mayor publicly berating buyers for "not doing their homework" along with their bizarre inability to see how inappropriate this facility is for our Town are responsible for this letter.

Talk about burying your heads in the sand...

  11. GET REAL, this is some local franchise that was conned into writing this so some interested people could say hey look at this!! We have proof!
But that Mayor does have a point, why did they leave out all that other stuff? Short answer is because it's not relevant to your cause, it already apparently exists.

  12. You have proof?

    Then post it.

We are all dying to see it.

    Email it to notprisontown@gmail.com

and your message will be out there in a minute.

(We know we'll be waiting for a long time because you Mr/Mrs. Anonymous for such proof. Don't we?)

  13. Also, I don't understand why a Poole residence would be posting on our blog anonymously when Sam E. Poole III doesn't want any public debate of the issue and has ordered BSO to arrest residents trying to access their public officials.

I'd prefer that you identify yourself when you post on our blog. It's only fair, don't you think?

Mr. Poole, you ought to be ashamed of yourself for using the training and experience you got as a public employee to come around and sell yourself out to a company like CCA and destroy our community.

    It's really disgusting.

Besides, you are posting from Weston and you don't even have a dog in this fight... or do you, Sir?

    Regards,
Bill Di Scipio (and you know very well where *I* live, don't you, Mr. Poole?)
