PEMBROKE PINES VOTES TO TERMINATE 2005 INTERLOCAL AGREEMENT ON ROADS AND OTHER MATTERS.
THE INTERLOCAL AGREEMENT HAS BEEN THE TARGET OF MUCH IRE WHEN RESIDENT ACTIVISTS OPPOSED TO THE CONSTRUCTION OF THE LARGEST DHS ICE DETENTION CENTER IN THE COUNTRY DETERMINED THAT A POISONED PILL HAD BEEN INTRODUCED INTO THE ROADWAYS ILA NEARLY 6 YEARS AGO.
THE TEXT OF THE OUTRAGEOUS CLAUSE IS AS FOLLOWS:
5.3 JAIL FACILITY. THE CITY [PEMBROKE PINES] SHALL NOT INTERFERE WITH CORRECTIONS CORPORATION OF AMERICA, OR ITS SUCCESSORS OR ASSIGNS, DEVELOPMENT AND/OR OPERATION OF THE JAIL FACILITY, OR WITH THE TOWN'S [SOUTHWEST RANCHES] AGREEMENT WITH CORRECTIONS CORPORATION OF AMERICA CONCERNING THE SAME.
WHO PUT THIS IN THE CONTRACT AND WHY?
A SPECIAL WORKSHOP TO TERMINATE THE FIRE AGREEMENT BETWEEN PEMBROKE PINES AND SOUTHWEST RANCHES TOOK PLACE AT PEMBROKE PINES LAST WEEK. COMMISSIONER ANGELO CASTILLO SAID HE WOULD INTRODUCE TWO MOTIONS: ONE MOTION ALLOCATING $25,000 FOR AN INDEPENDENT COUNSEL TO REVIEW ALL LEGAL WORK CONCERNING PINES' ABILITY TO INTERFERE AND STOP THE CONSTRUCTION OF THE PRISON AND THE OTHER MOTION TERMINATING THE ILA.
THE FIRST MOTION FOR AN INDEPENDENT LEGAL REVIEW PASSED THE PINES COMMISSION UNANIMOUSLY.
IT WAS A CLASSIC CLIFFHANGER END TO NEARLY 5 MONTHS OF PROTESTING PEMBROKE PINES' LACK OF AN AGGRESSIVE STANCE IN OPPOSING THE PRISON. MOST OF THE OPPOSITION RESIDENT GROUP BELIEVED PINES TO BE COMPLICIT IN SUPPORTING THE PRISON DUE TO THE $3.5 MILLION THEY WILL EARN SELLING FIRE/EMS SERVICE TO SOUTHWEST RANCHES AND WATER TO THE IMMIGRANT PRISON.
THE FIRE AGREEMENT IS POSSIBLY ON THE TABLE NEXT MONTH.
COMMISSIONER CASTILLO'S IMMENSE POLITICAL SKILL ALLOWED HIM TO TURN 3 SOLID NAYS INTO A WIN WITH COMMISSIONER CARL SHECHTER, WHO WORE HIS WHITE HAT THIS TIME, BEING THE COMMISSIONER TO SECOND THE MOTION AND BE THE TIE BREAKER. VICE MAYOR IRIS SIPLE TOOK GREAT RISK IN VOTING FOR THE MOTION TO TERMINATE THE ILA AS IT WAS MAINLY THE RESULT OF HER HARD WORK WITH LOCAL RESIDENTS IN OPENING ROADS THAT SOUTHWEST RANCHES DEFIANTLY CLOSED WITH BARRICADES. VICE MAYOR IS UP FOR REELECTION. THE FRUITION OF MUCH OF HER HARD WORK IN GETTING HER CITY TO BE MORE ACTIVE IN OPPOSING THE PRISON FINALLY PAID OFF.
UNFORTUNATELY, MAYOR ORTIS' OBJECTIVITY (WHO WAS JUST REELECTED WITHOUT AN OPPONENT) AND COMMISSIONER JACK MCCLUSKEY'S (WHO IS UP FOR REELECTION IN A FEW WEEKS) OBJECTIVITY ARE CALLED INTO QUESTION.
THE TOWN OF SOUTHWEST RANCHES HANDLED THE MATTER IN THEIR TYPICAL BACKWATER FASHION. LAST YEAR AT THIS TIME, THE TOWN PASSED A RESOLUTION ASKING PINES TO CANCEL THE ILA. THEY REQUESTED A RESPONSE BY DECEMBER 15, 2010. THIS RESOLUTION PASSED THE COUNCIL UNANIMOUSLY. ON SUNDAY, WE BECAME AWARE OF A LETTER WRITTEN BY TOWN ATTORNEY POLIAKOFF WRITTEN ON FRIDAY, DECEMBER 16TH.
IN THIS LETTER, ATTORNEY POLIAKOFF STATES "...THE TOWN WISHES TO AVOID ANY CONFUSION, BY SPECIFICALLY ADVISING THAT THE TOWN'S FORMER OFFER, WHICH WAS REJECTED BY THE CITY, IS NO LONGER VALID..."
POLIAKOFF PURPORTEDLY TRIES TO SPEAK FOR THE TOWN COUNCIL EVEN THOUGH NO PUBLICLY NOTICED MEETING HAD EVER TAKEN PLACE BETWEEN CASTILLO'S NOTICE AND THIS LETTER. NO NEW RESOLUTION RESCINDING THIS TERMINATION REQUEST HAD EVER BEEN MADE BY THE PEOPLE OF SOUTHWEST RANCHES. HOW DID ATTORNEY POLIAKOFF COME TO BELIEVE THAT THE TOWN SUPPORTED THIS CLARIFICATION? WERE "OFF LINE" MEETINGS HELD?
PEMBROKE PINES ATTORNEY, SAM GOREN, REJECTED THE TOWN'S SPECIOUS CLAIMS AND ESSENTIALLY ADVISED THE PINES COMMISSION TO TERMINATE WITHOUT LEGAL FEAR.

FIRST, SWR CANCELLED THE AGREEMENT LAST YEAR AND THAT RESOLUTION IS STILL IN FORCE. THERE'S NOTHING TO DISCUSS. THE PEOPLE SPOKE AND WE ARE NOT SURE WHAT ATTORNEY POLIAKOFF DOESN'T UNDERSTAND. SWR ASKED PINES TO TERMINATE THE AGREEMENT. PINES DID SO. HE SHOULD STOP WASTING TAXPAYER'S MONEY WITH THIS FRIVOLOUS NONSENSE. $600,000 IN BILLINGS FOR ONE YEAR IS TOO MUCH CONSIDERING THE TOWN'S BUDGET IS BARELY $9MM
SECONDLY, WHERE IS THE PROPER NOTIFICATION TO THE PUBLIC OF THIS MOST IMPORTANT ISSUE? IT IS NOT ON THE AGENDA AT 8:10 AM DECEMBER 22, 2011. ONCE AGAIN, UNDER THE COVER OF DARKNESS, MERELY 4 DAYS FROM CHRISTMAS, WITH BARELY 30 HOURS OF NOTIFICATION VIA A PERSONAL TWEET, THE TOWN IS GOING TO TAKE UP THIS TOPIC. LAST YEAR, AT ABOUT THE SAME TIME, THE COUNCIL DOUBLED THE SIZE OF THE PROPOSED FACILITY. THIS BEHAVIOR IS REPREHENSIBLE.
THIRDLY, ARE TOWN OFFICIALS SO FECKLESS AND FICKLE THAT THEY CAN SUDDENLY HAVE SUCH A CHANGE OF HEART FROM UNANIMOUSLY VOTING TO CANCEL THE ILA AND NOW, WE ARE TOLD, THERE'S UNANIMOUS SUPPORT TO KEEP IT? REALLY? THIS ISN'T JUST A WAY FOR THE ATTORNEY TO BE ABLE TO AFFORD HIS MILLION PLUS DOLLAR HOME?

SWR's politicians are a bunch of Jerkoff's, including the two asinine jerkoff's that live on 199th at the norhtern end near griffin Rd. Those two jackasses are real f**king winners. They need to crawl under their trash pile homes (eyesore to the neighborhood) they live in. They sure don't understand the word progress. They don't seem to care about the value of the home. All the want to do is close damm street.
